Data for attraction and retention

The first step in the analysis carried out in the BUTTON project, was the collection of data for attraction and retention of talent in the different regions. This consisted of three elements:

  • concept and factors of attractiveness, drawing on the baseline project
  • regional analysis and factsheets (partner regions)
  • debating regional problems and policy scope with

For this elements the BUTTON project guidelines for ‘Regional fact sheets’ were developed. You can find this full manual on data collection on this page. The aim of the guideline was to define and operationalize some key variables to be able to compare the regions, particular to be able to review the attraction and retention migration patterns. All project partners needed to collect regional facts to support the development of tailored policy measures in their regions. The development of policy measures asks for knowledge building about the different reasons behind in and out migration of highly educated workers, and the way they apply to different regions. Many factors influence this migration next to the availability of jobs, such as cultural amenities, secondary labor conditions, image of certain economic or educational sectors, quality of life, etc. Many of these factors all have their influence on the decisions of individuals or families to move or not to move. Only a good common and local understanding of these processes can lead to successful policies.

The data collection led to  the following documents which offer an example on how the BUTTON partners collected their data on attraction and retention in their region. You can find these in the section on the BUTTON project. For each of the regions fact sheets have been produced: Basel, Navarra, NRW, Hedmark, Twente and Gelderland
